THERE WILL BE NO PRIZES GIVEN AT THIS SHOOT. THIS IS JUST A FUN SHOOT WITH ALL THE PROCEEDS FROM THE SHOOT GOING DIRECTLY TO TODD.

THE SHOT GUN FACTION WILL DONATE THE FIRST 1500 BIRDS FREE OF CHARGE AND WE WILL ONLY CHARGE OUR COST FOR THE REST OF THE BIRDS NEEDED TO RUN THE SHOOT. WE HOPE GET AS MANY SHOOTERS PARTICIPATE AS WE CAN AND EVEN IF YOU CHOOSE NOT TO SHOOT IT WOULD BE NICE IF YOU COULD MAKE A DONATION WHICH WILL BE FORWARDED TO TODD. EVER SINCE THE RAID AT MIRAMICHI CITY SURPLUS TODD HAS BEEN UNEMPLOYED SO TIMES ARE VERY CHALLENGING FOR HIM AND HIS FAMILY. TODD AND HIS WIFE HAVE 3 YOUNG CHILDREN WHO ARE ALSO FEELING THE HUGE MENTAL AND FINANCIAL STRAIN THIS CASE HAS CAUSED.

Here's the chain of emails I've had with the NB CFO, clarifying some of the processes having to do with the ATTs:

Good morning CFO,

I'm looking for guidance on how to proceed after tomorrow, with respect to ATTs for our members. When a new member joins, will I just send you the membership info, as normal, but you'll generate a new PAL Conditions sheet, instead of an ATT?

 
Please send us the membership info when a new member joins as the Shooting Range Regulations under the Firearms Act have not been affected by Bill C-42.  Therefore, Shooting Clubs are still required to submit membership lists for individuals who possess restricted firearms and/or prohibited 12(6) handguns.
 
For members that join your club after September 2, 2015, conditions will be added to their licence. ATTs for transportation of restricted firearms and/or prohibited 12(6) handguns for the following purposes are now conditions of a licence.
  1. Transportation of restricted firearms and/or prohibited handguns (12(6.1) of the Firearms Act) possessed for the purpose of target practice to and from all shooting clubs and ranges approved under section 29 of the Firearms Act
  2. Transportation of restricted firearms and/or prohibited firearms to and from any place a peace officer, firearms officer of Chief Firearms Officer (CFO) is located for verification, registration or disposal in accordance with the Firearms Act or Part III of the Criminal Code
  3. Transportation of restricted firearms and/or prohibited firearms to and from a business that holds a licence authorizing it to repair or appraise prohibited or restricted firearms. 
  4. Transportation of restricted firearms and/or prohibited firearms to and from a gun show. 
  5. Transportation of restricted firearms and/or prohibited firearms to a port of exit, in order to take them outside Canada and from a port of entry. 
  6. Transportation of newly acquired restricted firearms and/or prohibited firearms from the place of acquisition to the licence holder's dwelling house or other place authorized by the CFO. 
A couple quick follow-up questions:
 
1. Let's say a member joins the Club today - but has not gone through the Club Membership LTATT process before. I send-off an updated Membership List as always.
(a) As of the time the CFO receives the Membership List, is this member immediately able to visit the Range with his Restricteds?
 
a) No
 
(b) If not, what do you anticipate will be the turn-around time, from when the Membership List is received by the CFO, to the time he may visit the Range?
 
b) Time line will vary depending on the action needed to be taken. Membership lists are typically processed in 3-5 days after receipt. If the member has an ATT application of file, ATT conditions will be added to the licence and they will be able to transport their firearms from that point forward without any additional paperwork. Enforcement agencies will be able to see that the individual has the conditions on their licence.  If the client does not have an ATT application on file, they will have to contact our office to obtain one. If your member has had an ATT in New Brunswick (for any reason) they should already have an ATT application on file.
 
(c) How will the member know when he can move them - will the added Conditions of the license appear as a piece of paper mailed to the Member, or will the Conditions be electronically attached in the system, and he would be notified somehow?
 
Unfortunately, they will have to wait until they receive their new licence with the conditions attached via mail. They can confirm with Canadian Firearms Program if the conditions have been added to their licence prior to receiving it in the mail. They can call Canadian Firearms Program at 1-800-731-4000.
 
2. There are rumours floating around that purchasing a Restricted will also trigger the Conditions to be added to the License. If this is the owner's first purchase since Sept 2, this will likely trigger the Conditions being added to his license. Will he be able to transport the Restricted home as soon as he and the seller are in possession of the Transfer numbers, or will there be some other notification to transfer?
 
2.Any individual who had a valid ATT to go to an approved range on September 2, 2015 had the conditions automatically added to their licence. Individuals purchasing their first firearms after September 2, 2015 will have the conditions added to their licence during the transfer process. A new card will be sent to them.
 
So, here are the big take-aways:
 
1. Everyone who had an ATT on Sept 2 (Charlie, you do... it expires at the end of Sept), then they are adding the Conditions to all those licenses. Apparently, they're going to email out all new cards!!! The Conditions will either be on the back of the card, or on the License Conditions piece of paper that always comes with the license.
 
As they are adding these Conditions, you won't see any feedback from the CFP until the new card arrives, however, in Charlie's case, around mid-month, you may want to call the CFP and ensure your Conditions are actually on file, and not in a pile, since you'll need something faster than someone who's ATT doesn't expire until Dec). If the Conditions are on your file, you're good to go, long-term. If they're not, let me know and I'll crack the whip before your ATT expires (or get you another ATT while this is taking place).
 
2. Anyone who DID NOT have a valid ATT on 2 Sept... do not have the Conditions or an ATT (obviously). Conditions will be triggered by:
- A new member joins the Club, and we send their info to the CFO,
- The member calling the CFO themselves, and showing proof of a Club,
- The member purchasing a restricted (according to the Red #2 text above, when the Transfer Paperwork is generated, the Conditions are generated. Not sure how long that will take, but I wouldn't count on it being "while you wait"... I can imagine the Liberals then complaining there's no "Waiting Period" in Canada, if that was the case).
 
However, the member will not receive anything by way of paperwork, when the Conditions are added, until his new card arrives in the mail. If he wishes to "make damn sure he has the Conditions", he can call the CFP.
